He left Belgium in 1916, fleeing to England where he became an agent for British intelligence under the codename "Hartog". A certain Delvigne (likely Valère Delvigne) operated in Tournai, Quai Saint-Brice, 8, 1916 ca. Deputy secretary of the Namur section of the ABP in 1922.
