° 28.1.1831; + 9.5.1906. Studied medicine at the "Université libre de Bruxelles". Travelled to Abyssinia, Sudan and Arabia, c. 1881. Charged by the "Comité d'Etude du Haut-Congo" with the organisation of a medical service, he was present for three years, and founded the first sanitorium in the Congo at Boma. He returned to Belgium with a trove of photographs taken in and around Boma. "Photographs for the most part were taken by [Dr Allart] himself; landscapes, studies of natives, including King Massala" (L'Indépendence Belge, 18.9.1885). Allart's collection, together with a large map of the Congo "which is part of Stanley's book" (L'Indépendence Belge, 31.10.1885), was exhibited in the "Salle des dépêches", Montagne de la Cour, Brussels, from September to November 1885. The propaganda value of this display should not be understated: "Mr Allart is certain of the Congo's future if the colony is exploited intelligently" (L'Echo du Parlement, 10.9.1885). Thereafter Allart was consul-general of Belgium for the west coast of Africa, stationed on Tenerife [ES], 1886-1906.
