° 16.4.1886. Of French origin, he married Eugenie Octavie Vandamme in Adinkerke on 15.6.1908. Published a guide book to La Panne and region in 1909 and 1910. Blineau was also a presence in the property sector: in 1909 he set up "Agence Blineau" for holiday rentals and he was also an import agent for Norwegian wooden chalets. He ceased trading in 1921.
