° 15.4.1887. Sometimes transcribed "Celis". Recorded as a photographer domiciled in Liège, Rue Jehan-le-Bel, 7 at the occasion of his wedding in Liège on 22.4.1909. He was a nephew of Auguste and Louis Heleven (see those names). During World War I and the interwar years, still active at this address, co-existing with Liège, Rue de la Régence, 25 bis. After Léon Gillard (see that name) died in 1924, Célis was chosen as his successor by Gillard's widow. Still a member of the ABP in 1922. Federal committee member and then vice-president of the "Union des Photographes Professionnels de Belgique", 1931-1932.
