Emile Joseph, ° 30.3.1856; + 7.7.1938. Recruited by the "Association internationale africaine" in 1885 to organise the customs and postal services in Congo, De Keyser played a key role in opening up the lower Congo to colonial expansion. He immediately took on several administrative roles and spent his whole career there. A set of half-plate albumen prints of Boma is attributed to him.
