° 23.3.1862; + 17.9.1918. Minister Plenipotentiary of Japan in Belgium, 1898-1901. Erroneously transcribed "J. Montono" in ABP membership lists. "Mr Motono, charged by his government with drawing up a report into how proportional representation works in Belgium, monitored operations in the polling station in Rue de la Paille on Sunday. The previous day, he had himself photographed the voting booths and various facilities intended to ensure the secrecy of the vote" (L'Indépendance Belge, 28.5.1900). In 1905 Motono served as a judge at the Permanent Court of Arbitration in The Hague [NL] and then as Japanese Ambassador to Russia from 1906 to 1916, before being appointed Minister of Foreign Affairs. Created Baron in 1907; elevated to Viscount in 1916.
