Rocheblanc was residing in Brussels, but domiciled in Paris, Rue de l'Empereur, 74 at the birth of a son in June 1865. He was also active as a photographer at that latter address: several CVs with prints of caricatures by Edmond Lavrate bear the credit "F. Rocheblanc & Cie".

Arrived here on 26.2.1866. In May 1866 it was reported that Rocheblanc had been sentenced to one year of imprisonment and a fine of 500 francs by the criminal court in Brussels for exhibition of indecent photographs (L'Indépendance Belge, 21.5.1866). He was an inveterate recidivist in this regard, having previously been sentenced to three terms of imprisonment in Paris for similar offenses: in September 1857 (eight months), in October 1861 (thirteen months) and in April 1864 (one month), Rocheblanc left Brussels without informing the population registry before the census held in December 1866.
