Julius Stephanus Josephus, ° 12.2.1851; + 2.3.1918. Captain in charge of the photography section in the engineering corps. In this capacity Tournay took part in ascensions of the military balloon "Argus" based in Antwerp. "The balloon, after reaching an altitude of 2200 metres, covered about 20 leagues [= 110 km], during which time Commander Tournay managed to take a dozen negatives" (Le Soir, 9.7.1888). During a further ascension on 9.8.1888, Tournay took photographs at between 250 and 500 metres above military fortifications. Instantaneous photographs of experiments with explosives, taken in collaboration with Capt. Van Huele, 1892-1893. Major in the engineering corps in 1901, Tournay retired with the rank of colonel in 1911, but voluntarily returned to duty during the Siege of Antwerp in 1914.
